The MS4 operator, the SWCD, or the Department may inspect any project site involved in construction activities regulated under this chapter at all reasonable times. All required written self-monitoring program evaluation reports for a project site must be made available to the MS4 operator, the SWCD, or the Department for inspection within 48 hours of a request.
