There is hereby established a special non-reverting operating fund in which shall be deposited all monies, fees, donations, and other income. Such funds shall be deposited within 24 hours of receipt with the fiscal officer of the city. Money from the non-reverting operating fund may be disbursed only on approved claims allowed and signed by the Board of Public Works.
