There is hereby established a special non-reverting fund, which shall be known as the Off-Street Parking Enforcement Fund into which shall be deposited all fines collected by the City Court for violations of the off-street parking regulations contained in the Zoning Ordinance (Ord. 4370 as amended). All monies remaining in the Fund at the end of each year shall remain in the Fund and shall not revert to the General Fund.
