(A) The members of the Board of Directors of the Department of Storm Water Management shall initially be appointed for the following terms of office:
(1) One for a term ending December 31, 2006;
(2) One for a term ending December 31, 2007; and
(3) One for a term ending December 31, 2008.
(B) When a member's initial term of office expires, each new appointment of a member shall be for a 4 year term starting from the expiration of the previous term. A member serves until his or her successor is appointed and qualified. A member is eligible for reappointment.
