The Board of Zoning Appeals shall:
(A) Hear and determine appeals from and review any order, requirement, decision or determination made by the Zoning Administrator or Board charged with the enforcement of any section of the Zoning Code;
(B) Permit and authorize exceptions to the district regulations only in the particular situations as specified in the Zoning Code;
(C) Hear and decide special exceptions to the terms of the ordinance upon which the Board is required to act under the Zoning Code; and
(D) Authorize upon appeal in specific cases such variance from the terms of the Zoning Code as will not be contrary to the public interest, where, owing to special conditions, a literal enforcement of the provisions of the ordinance will result in unnecessary hardship and so that the spirit of the ordinance shall be observed and substantial justice done.
