(A) There are established, for the use of and the service by the wastewater treatment plant of the city, the following rates or charges for the treatment of waste for septic tank dumpings:

(B) (1) The Council fixed December 17, 1973, at 7:30 p.m., Eastern Standard Time, as the date and time when the Council considered and determined the proposed schedule of rates or charges to be made.
(2) All of the users of the treatment plant and owners of property served or to be served thereby and all other interested persons had then and there the opportunity to be heard.
(C) All persons, firms or corporations using this service shall pay the appropriate rate or charge prior to receiving the service.
