(A) The Horizon Fund shall be administered by the Elkhart Redevelopment Commission. Applications shall be submitted to the Department of Planning and Development for review.
(B) Department staff shall review the application for completeness and prepare a recommendation to the Commission for consideration at a regular Board meeting.
(C) If approved, the company shall sign a forgiveable loan agreement and submit expenses to the Commission for reimbursement.
