(A) A correct map or plat of the city shall be made, showing in addition to the lots that have already been platted and numbered all other lots or parcels of land within the city.
(B) All such lots which are not already numbered shall be denominated out-lots and numbered commencing with number 1 and running up until all parcels of land within the city, as now divided and owned by individuals, are numbered. When the map or plat is completed, it shall be placed on the records of the city as the corporation plat of the city.
