(A) All moneys collected by the Clerk shall be deposited with the City Controller who shall:
(1) Deposit the greater of 10% or $20 of the emergency medical services restitution fee to the Law Enforcement Discretionary Fund; and
(2) Deposit the remaining balance of the restitution fee to the Fire Department/Emergency Medical Services Discretionary Fund.
(B) All monies deposited into these funds may be spent with or through appropriation of the Council.
