The monies in the Special Zone Fund, based on the recommendations of the city’s Urban Enterprise Association, shall be used for programs in job training, job enrichment and basic skill development that are designed to benefit residents and employers in the enterprise zone or other purposes specified in I.C. 36-7-14-39(b)(2) as they pertain to that portion of the allocation area located in the enterprise zone. Those programs shall reserve at least ½ of their enrollment in any session for residents of the enterprise zone.
