§ 152.096  MINIMUM STREET DESIGN STANDARDS.
   All dedicated rights-of-way shall conform to the following minimum standards:

   (B)   Minor residential streets shall be laid out to discourage use by through-traffic.
   (C)   Street jogs with center line offsets of less than 125 feet shall be avoided.
   (D)   Clear visibility, measured along the center line of the street, shall be at least 300 feet for primary streets, 200 feet for secondary streets and 100 feet for all other streets.
   (E)   Street intersections and confluences must encourage safe traffic flow.
   (F)   Alleys shall not be permitted, except where deemed necessary, by the Plan Commission.
   (G)   The maximum length for a cul-de-sac shall be 500 feet measured along the center from the intersection at origin through center of circle to the end of the right-of-way.  Each cul-de-sac shall have a terminus of nearly circular shape with a minimum diameter of 100 feet for residential use and 110 feet for industrial use.
   (H)   Where a subdivision borders on or contains an existing or planned street, the Plan Commission may require a frontage road or reverse frontage with a screen planting contained in a non-access easement with a minimum width of 10 feet along the rear property line; or such other treatment as may be required for the safety of the residential properties.
   (I)   Half streets shall be prohibited.
   (J)   No street names may be used which will duplicate, or be confused with, the names of existing streets.  Existing street names must be projected wherever possible.  Approval of street names is subject to review by the city’s Fire Department.
