(A) The Council shall appropriate the necessary funds in accordance with state law from the Emergency Medical Services Fund to defray the expenses of emergency medical services in the city for each year.
(B) Further, the Council is authorized pursuant to I.C. 16-31-5 and I.C. 6-1.1-18.5-1 et seq. and 6-3.5-1-1 et seq. to use tax monies to help defray the expenses of operating emergency medical services.
