(A) All disbursements for and on account of the cemeteries and additions thereto, including the salary of the Sexton, and all labor, materials, upkeep and maintenance expenses shall be disbursed from the fund, and charged thereto, and no disbursement shall be made from the General Fund of the city.
(B) All disbursements from the fund shall be made in the same manner as other disbursements are made by the city from its General Fund, but the expense of operation and maintenance of the cemetery properties shall be budgeted by the Council and shall not exceed in any fiscal year the amount of the budget allowed by the Council, unless additional appropriation is made, as provided by law, from the Cemetery Fund.
