After the public hearing, and providing this levy is duly and regularly passed, the Council shall submit a copy of this levy duly certified by the City Clerk, to the state’s Board of Tax Commissioners for approval, and shall give public notice of the submission to the taxpayers of the taxing district by publication in accordance with I.C. 5-3-1.
