§ 33.002 CAPITAL IMPROVEMENTS DEFINED.
   The term CAPITAL IMPROVEMENTS means the construction or improvement of any property owned by the city including but not limited to streets, thoroughfares, sewers, the retirement of general obligation bonds of the city issued, and the proceeds used for the purpose of constructing capital improvements. CAPITAL IMPROVEMENTS shall also mean those uses and purposes set forth in I.C. 36-9-16 and amendments thereto, I.C. 36-9-16.5 and amendments thereto, and I.C. 8-16-3 and amendments thereto. The term CAPITAL IMPROVEMENT shall not include salaries of any public officials or employees except those which are directly chargeable to a capital improvement.
