In addition the enforcement powers and penalties for violation prescribed in §§ 151.280et seq., the Planning and Zoning Staff, Plan Commission or Board of Zoning Appeals, pursuant to I.C. 36-7-4-1000 et seq. (Local Planning and Zoning -1000 Series-Remedies and Enforcement) may institute civil proceedings in a court of competent jurisdiction to compel complete restoration of wetlands damaged in violation of this section.
