The provisions of this Chapter are applicable to all personal property of which possession is transferred to the Police Department of the Village under circumstances supporting the reasonable belief that such property was abandoned, lost or stolen or otherwise illegally possessed, except property seized during a search and retained and ultimately returned, destroyed or otherwise disposed of pursuant to an order of a judge or court in accordance with State statutes.
