§ 154.064 C-4 GENERAL SERVICE COMMERCIAL.
   (A)   Generally. This district is composed of businesses that generate traffic and other perceived nuisances such as outdoor storage, dust, noise and odors. This zone primarily applied to areas with adequate infrastructure but less visibility and areas between higher intensity industrial and lower intensity commercial uses.
   (B)   Principal uses. Uses substantially similar to those listed herein shall also be deemed permitted, in light of the above described purposes of this zoning district and the comprehensive plan.
      (1)   Assembly uses:
         (a)   Stadium;
         (b)   Churches and associated facilities; and
         (c)   Private club.
      (2)   Commercial uses:
         (a)   Agricultural laboratories and testing facilities;
         (b)   Agricultural market;
         (c)   Agricultural supply sales;
         (d)   Artisan’s workshop;
         (e)   Automobile, motorcycle, truck, sales, rental, service and repair or sale of parts and supplies for such;
         (f)   Automobile service stations. No more than 15 inoperable vehicles shall be stored on site for a period not to exceed 90 days. Vehicles shall be stored within a fenced and screened area;
         (g)   Blueprinting, printing, publishing and lithographing;
         (h)   Building supply sales;
         (i)   Campground;
         (j)   Car wash;
         (k)   Cemetery;
         (l)   Childcare;
         (m)   Commercial warehousing;
         (n)   Construction equipment sales, rental, service and repair or sale of parts and supplies for such;
         (o)   Contractor’s office;
         (p)   Crematorium;
         (q)   Convention center;
         (r)   Events center;
         (s)   Farm equipment and agricultural supply sales;
         (t)   Flea market;
         (u)   Garden center;
         (v)   Health club;
         (w)   Homeless shelter;
         (x)   Hotel;
         (y)   Kennels;
         (z)   Marine sales, service and repair, including parts and supplies;
         (aa)   Off-premises sign. Must meet spacing requirements found in §§ 154.205 through 154.217;
         (bb)   Offices;
         (cc)   Parking lot/structure;
         (dd)   Passenger transportation terminals;
         (ee)   Recycling collection point;
         (ff)   Residential storage facility;
         (gg)   Restaurant;
         (hh)   Retail package liquor sales;
         (ii)   Sign making;
         (jj)   Tattoo shop;
         (kk)   Telephone exchanges, radio and television studios, cable television systems, signal distribution centers and studios;
         (ll)   Towers for distribution of radio and similar signals;
         (mm)   Towing services. No more than 15 inoperable vehicles shall be stored on site for a period not to exceed 90 days. Vehicles shall be stored within a fenced and screened area;
         (nn)   Truck stop/plaza;
         (oo)   Warehousing, with office space;
         (pp)   Wholesale establishments; and
         (qq)   Veterinary hospitals or clinics.
      (3)   Institutional uses: Correctional facilities.
      (4)   Residential uses: Halfway house.
   (C)   Accessory uses.
      (1)   Uses and structures which are customarily accessory, clearly incidental and subordinate to permitted uses.
      (2)   Commercial uses:
         (a)   Dwelling unit for owners, operators or employees of a permitted use provided that such dwelling unit shall be a part of the building and shall have a separate entrance;
         (b)   Parking area;
         (c)   Storage yard for contractor equipment and supplies; and
         (d)   Temporary uses.
   (D)   Conditional uses. Uses permitted only with Board approval after consideration of the intent and purpose of these regulations and consideration of the guidelines in the comprehensive plan.
      (1)   Agricultural events centers, including museums and indoor theaters;
      (2)   Livestock events centers, including indoor/outdoor arenas for sales and demonstrations; and
      (3)   Agricultural product storage and handling facilities.
   (E)   Special provisions.
      (1)   All permitted business uses shall confine storage to side and rear yards only. When adjacent to any residential zoning district the storage area shall be enclosed on all sides by a wall or fence not less than five feet in height.
      (2)   Businesses involved in sales or recycling of automobile and truck tires and like items shall limit storage of tires to be recycled or disposed of to an area no larger than 2,500 cubic feet and shall be enclosed on all sides by a wall or solid fence no less than five feet in height, but shall in any case be one foot higher than items stored.
      (3)   Recycling collection points may be located in buildings no greater than 3,500 square feet in floor area. Trailers and containers and the adjacent areas shall be kept in a clean and sanitary condition. Any violation of health, safety or welfare regulations may be cause for immediate removal. Recycling centers must comply with all other requirements of the chapter. They shall be located so as not to present any danger to pedestrian and vehicular traffic, with the location to be approved by the Fire Chief and the Director of the Department.
      (4)   When new construction or additions are made to an existing structure, the structure or addition may be located on the lot with setbacks the same as other similar commercial structures on parcels within 500 feet.
      (5)   No subdivision or re-subdivision of a lot that results in a lot fronting on a right-of-way of less than 30 feet in width shall be permitted.
      (6)   The minimum frontage for corner lots may be reduced to the minimum lot frontage criteria when access is restricted along the street frontage of the lot.

Special Provisions
1.   If use is a multi-tenant building (3 or more separate tenants)6 the development name must be placed on the sign; it may be a maximum of 25% of the sign face; this shall not be calculated in the maximum area for tenant signs
2.   If more than one pole or monument sign allowed, the size may be increased by 50% if only one sign is erected
3.   For the following commercial uses a multiplier is in effect:
