Any person may file a written complaint alleging violation of the provisions of the zoning regulations. Such complaint shall state fully the cause and basis thereof and shall be filed with the Director of the Department. The Director or his or her agent shall properly record such complaint and investigate and take action thereon as provided by the zoning regulations to cite the violator to the appropriate jurisdiction.
