The purpose of the zoning code is to implement the adopted comprehensive plan and other plans of the city; to promote the public health, safety, morals and general welfare; to facilitate orderly and harmonious development in the visual and historic character of the city; to regulate the density of population and intensity of land use in order to provide for adequate light and air; to provide for vehicle parking and loading space; to improve the appearance of vehicular use areas and property abutting public rights-of-way; to require buffering between non-compatible land uses; to protect, preserve and promote the aesthetic appeal, character and value of the city’s neighborhoods; to promote public health and safety through the reduction of noise pollution, air pollution, visual pollution, air temperature and artificial light glare; to facilitate fire and police protection; to prevent the overcrowding of land, blight and congestion in the circulation of people and commodities; to prevent the loss of life, health or property from fire, flood or other dangers; to protect airports, highways and other transportation facilities, public facilities, including schools and public grounds, historic districts, the central business district, natural resources and other areas of the city which need special protection; to encourage the development of residential, commercial and industrial subdivisions according to recognized standards which provide for sound, efficient and economic development; to coordinate land development to ensure that future growth will be orderly and conducive to the provision of a minimum outlay of public and private expenditures in providing services to developing areas; and to provide sound and efficient guidelines for the overall development of the areas in which these regulations shall be enforced. Implementation is to be by the Department of Planning and Development, hereinafter referred to as the “Department” or its designated agent.
