(A) The operator is required to comply with the terms and provisions of this chapter. If the operator violates any order of the city with respect to rates, it shall be subject to a fine of $500 a day for each day it fails to comply.
(B) Violation of this chapter or any order with respect to rates may be considered a violation of this franchise agreement between the operator and the city.
