Prior to taking any action to approve or disapprove rates, or prior to the expiration of any period under this chapter that would result in rates going into effect subject to refund, the city shall hold a public hearing at which interested parties may orally express their views or submit written comments. The public hearings shall be held in such a manner as to convenience the city and its citizens.
