Once an operator has been notified that the city has commenced regulation of its rates, the operator may not therefore increase its rates for basic service or equipment without the prior approval of the city. This requirement applies in all cases, including increases it has announced, but not yet implemented prior to the date it received notice of rate regulation from the city.
