(A) This chapter governs the regulation of cable television rates for basic service and equipment for any cable operator providing service in the city.
(B) This chapter is intended to be consistent with FCC regulations and the city intends to administer these regulations consistent with those regulations, all as required by the Telecommunications Act of 1996 (hereinafter, the “Act”), 47 U.S.C. § 543(b). Likewise, it is the city’s intention that the cable operator be bound by the FCC regulations to the extent allowed by law.
(C) For the purposes of this chapter, “basic service” or “basic cable service” and “cable operator” have the same meaning as defined by the Act and FCC regulations. “Operator” shall have the same meaning as “cable operator”.
