Before the permit provided for herein is issued to any person, a bond with surety to be approved by the city shall be executed in the sum of $5,000, payable to the city for the use and benefit of any person or persons who have been injured or damaged by an illegal act of the detective or security agency, or by its owners, operators, employees or agents in carrying on its or their business.
