The Department of Insurance shall, by regulation, provide for a reasonable collection fee to be retained by the insurance companies or its agent as compensation for collection of the license fee. This collection fee shall be in addition to the license fee mentioned above and shall not be more than 15% of the license fee collected and remitted to the city, or 2% of the premiums subject to the tax, whichever is less.
