(A) The city hereby determines that the nomination and election of candidates for Mayor and City Council shall be elected on a nonpartisan basis in the general election in November, every four years in the case of the Mayor, beginning with 1998, and every two years beginning in 1996 for members of City Council. The city hereby elects to forego conducting a nonpartisan primary election for the nomination of candidates for Mayor and City Council, regardless of the number of candidates running for the offices.

The nomination papers shall be filed not later than 4:00 p.m. local time, when filed as provided by the Kentucky Revised Statutes.
