(A) Restricted parking.
(1) For the convenience and welfare of the public and an economical and orderly regulation of parking automobiles and other vehicles in the city, it is determined and ordained by the city that parking will be restricted as follows:
(a) For one-hour parking:
1. Public Square;
2. North side of North Main Street from U.S. Highway 31 W to Plum Alley; and
3. Both sides of South Main Street from U.S. Highway 31 W to Helm Street and north side of South Main from Helm Street 150 feet west.
(b) For two-hour parking:
1. South side of West Poplar Street from North Main Street to Cherry Alley; and
2. South side of East Poplar Street from North Main Street to Central Avenue.
(2) The Department of Public Works is authorized and directed to install parking signs on the curb and medians of said streets and in parking lots. Motor vehicles may be parked within the lines marking each marked space, but not across any of said lines.

(B) Parking prohibited. All parking and stopping of any motor vehicle, trailer or any kind of vehicle or structure shall be prohibited on the following streets:
