SCHEDULE II. SPEED LIMITS.
   (A)   Twenty-five mph streets. No motor or other vehicle of any nature may travel at a speed greater than 25 mph on any city streets, except as provided hereafter.
   (B)   Thirty-five mph streets. The speed limit shall be 35 mph on the following streets. The speed limit of 35 mph is a reasonable and safe speed under the conditions found to exist on any street listed in this division (B). The speed limit is based upon an engineering and traffic investigation as to a reasonable and safe speed:

   (D)   Fifteen mph streets. The speed limit on all alleys shall be 15 mph unless otherwise posted.
   (E)   Penalty. Whoever violates any provision of this schedule shall be subject to a fine in accordance with the schedule of fines established under KRS 189.394.
