It shall be the duty of the Police Department to make periodic inspections of restricted parking and to give citations for each violation of parking regulations. The date and hour of the violation, the make and state license number of the vehicle and other facts necessary to an understanding of the circumstances concerning the violation shall be on the citation. A copy of the citation shall be attached to the vehicle instructing the owner or operator as to the procedure for answering the citation.
