An event organizer seeking issuance of a special event permit shall file an application with the City Events Program Manager on forms promulgated by said office not less than 60 calendar days before the date on which it is proposed to conduct the special event. The City Events Program Manager may waive the minimum filing period and accept an application filed within a shorter period.
