§ 71.17 PERMIT REQUIRED; EXCEPTIONS.
   (A)   It shall be unlawful for any person to stage, present, or conduct any special event without first having obtained a permit as herein provided.
   (B)   It shall be unlawful for any person to participate in a special event for which the person knows a permit has not been granted.
   (C)   It shall be unlawful for any person in charge of, or responsible for the conduct of a duly permitted special event to knowingly fail to comply with any condition of the permit.
   (D)   This section shall not apply to:
      (1)   Funeral processions.
      (2)   A governmental agency acting within the scope of its functions.
   (E)   In addition, the permittee is required to obtain all other relevant governmental permits/licenses including Kentucky Transportation Cabinet permit for state maintained highways/roads. Any additional permits within the city will be coordinated after the application for permit is completed.
