As a matter of public policy, the City of Elizabethtown declares its intent to provide residential privacy for its citizens as unwilling listeners or captive audiences within their homes from the intrusion of objectionable or unwanted speech. Therefore, targeted residential picketing, as herein defined, is prohibited in the city.
