For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EVENT ORGANIZER. The responsible party and main point of contact for the special event. The event organizer will be held responsible for submitting all required documentation and information, and adhering to guidelines and requests per the City Events Program Manager. They are also the day-of contact and must provide cell phone number for all city staff working the special event or involved in any manner and be available to city staff at any point during the special event hours and closure.
PARADE. Any parade, march, ceremony, show, exhibition, pageant or procession of any kind, or any similar display, consisting of persons, animals or vehicles or a combination thereof, in or upon any street, sidewalk, park or other public place in the city that interferes with the normal flow, regulation of traffic or normal use of the streets, parks or other public grounds. Only government sponsored parades are permitted in the city on Kentucky State highways or roadways.
RESIDENTIAL AREA. Areas zoned or utilized primarily or exclusively for single-family or multifamily residential use.
SPECIAL EVENT. Any activity, whether publicly and/or privately sponsored, which occurs upon private or public property that will affect the ordinary use of the public property, public parks, public streets, rights-of-way or sidewalks. This includes, but is not limited to fairs, parades, festivals, foot runs, bicycle runs and block parties. Private social gatherings which will not require the use of city streets other than for lawful parking are not included. Sidewalk sales in front of existing businesses that do not interfere with foot or vehicular traffic are not covered by this subchapter.
TARGETED RESIDENTIAL PICKETING. A person or persons protesting which is directed at, focused on, or taking place in front of a particular singular residence located in a residential area.
