The Legislature of the State of North Carolina has in G.S. Ch. 143, Art. 21, Part 6; Ch. 160A, Art. 19, Parts 3, 5, and 8; Ch. 160A, Art. 8, delegated to local governmental units the responsibility to adopt regulations designed to promote the public health, safety, and general welfare. Therefore, the City Council of the City of Elizabeth City, North Carolina, does ordain as follows.
