(A) Authority. The city hereby exercises its authority to enact skate facility regulations pursuant to G.S. §§ 99E-21, 99E-22, 99E-23, 99E-24, and 99E-25.
(B) Jurisdiction. The jurisdiction of this subchapter shall be described as any part of the city where a skate facility has been erected that is owned and operated by the city.
(C) Short title. This subchapter shall be known as the Skate Facility Ordinance of Elizabeth City, North Carolina, and may be cited as the Skate Facility Ordinance.
(D) Purpose. The purpose of this subchapter is to promote the public safety, health, and welfare of the citizens of the city through the regulation of any skate facility owned and operated by the city. This subchapter is adopted pursuant to the authority contained in G.S. § 99E-21.
