Section 1.1. Incorporation.
   The City of Elizabeth City, North Carolina, in Pasquotank and Camden Counties and the inhabitants thereof shall continue to be a municipal body politic and corporate, under the name of the ‘City of Elizabeth City’, hereinafter at times referred to as the ‘City.’
