§ 156.05  STORM WATER MANAGEMENT FEE.
   (A)   The availability fee for storm water management shall be effective and commence on 7-1-2006, for the fiscal year, which begins 7-1-2006 and continues for 12 months through 6-30-2007. The availability fee shall be initially assessed and billed on the basis of improved property as defined herein, owned on 1-1-2006 and this initial fee for 12 months will be billed on the annual ad valorem tax bill to improve property owners which will be due on 9-1-2006. Each year thereafter, the billing period will commence with the fiscal years which begins on July 1 and continues until the following June 30.
   (B)   The availability fee shall be assessed, billed and collected by the Tax Collector from the owners of all improved property, as defined herein, within the city.
   (C)   The storm water management fee shall be assessed to owners of residential and commercial properties on an annual basis at a rate adopted by the City Council, as amended from time to time.
   (D)   The storm water management fee shall be billed with property taxes, shall be payable in the same manner as property taxes and in the case of non-payment, shall be collected in any manner by which the delinquent personal or real property taxes can be collected and the fees are a lien on the real property described in the bill that includes the fee.
   (E)   Property owned by the federal, state, county or city governments shall be subject to the storm water service fee at the applicable rate.
