(A) No ground signboard constructed entirely of wood, or partly of wood and metal shall be at any point higher than 14 feet above the level of the ground, and the bottom part of such sign shall be at least two feet above the ground leaving an open space of at least two feet between the bottom of the signboard and the ground. Every ground signboard shall be stoutly and firmly constructed and anchored in a secure and substantial manner.
(B) Any person occupying any vacant lot or premises with a ground signboard shall be subject to the same duties and responsibilities as the owner of the lot or premises, with respect to keeping the same clean, sanitary, inoffensive and free and clear of all noxious substances in the vicinity of such ground signboards and with respect to the removal of snow from sidewalk and curb in front thereof.
