(A) Curbs and gutters shall be required on newly paved streets.
(B) This section shall apply only to existing dirt, gravel or recorded paper streets for which paving would normally be done or authorized by the city and assessed against the property adjacent to it.
(C) The street to be paved must be a minor residential street, not a part of the city thoroughfare plan or one which for some other reason carries considerable traffic.
(D) No street will be considered for paving by the City Council unless also accompanied by a petition for curb and gutter.
(E) Only those streets where it is determined and approved by the City Council that topographic features and other natural conditions would create a circumstance where curb and gutter would be detrimental to the area will be allowed to be paved without curb and gutter.
