§ 152.14  DISCHARGING LIQUIDS.
   No person shall run or allow to be run or pour water or liquids of any kind upon any street or sidewalk within the city, except rainwater may be piped under the sidewalk within the city to the street gutter; provided, in cases of exceptionally hard rains, surface drainage shall be permitted.
