§ 152.13  REMOVING DIRT OR OTHER MATERIAL FROM STREET.
   No person shall remove any dirt, sand, loam, sod, clay, gravel or other material from any of the streets, alleys or sidewalks of the city; provided, this section shall not apply to persons erecting, laying out or altering streets or sidewalks under permit of the City Manager.
