§ 152.09  PLANTINGS IN RIGHT-OF-WAY.
   No person shall plant or cause to be planted any tree, shrub, vine, plant, flower or other form of plant life, excepting grass, upon the right-of-way of any street or sidewalk within the city, nor shall any owner or occupant of adjacent property allow any tree, shrub, vine, flower or any other form of plant life to spread to or grow on, upon or over the right-of-way of any street or sidewalk within the city; provided, however, same may overhang a sidewalk if of a height to afford a ten-foot clearance over such sidewalk or may overhang a street if of a height to afford an 18-foot clearance over such street. No tree shall be planted and allowed to expand its roots in such a manner as to push up and break the sidewalks of the city.
