No person shall use or construct any gate on any street, alley or sidewalk so that it shall open outwardly on the street, alley or sidewalk and no person shall have a cellar door, manhole or grating in any street or sidewalk of the city, except upon written permission of the City Manager. When a permit has been issued, no person shall allow such cellar door or grating to remain open, except when in actual use and when properly protected.
