A merchant may, with a permit from the City Manager, display his or her goods, wares and merchandise on the sidewalk for the length of his or her property frontage, allowing for at least half of the sidewalk not be obstructed to allow for pedestrian traffic. Such permits shall only be issued for special joint merchant sales’ events via downtown merchant/ vendor associations, downtown-wide festivals and traditional national sales (i.e., Labor Day, day after Thanksgiving, day after Christmas and the like). Additionally, such permits shall be for only one day duration.
