§ 152.05  OBSTRUCTIONS OTHER THAN DISPLAY OF GOODS; PERMIT.
   (A)   No person shall obstruct or block any street or sidewalk in the city without a written permit therefor from the City Manager. Such permit shall provide for reasonable restrictions on the manner, means and duration of the obstruction of said streets and sidewalks and prescribe appropriate safety measures which must be complied with by the applicant.
   (B)   It shall be unlawful for such applicant to proceed with the obstruction without first having complied with the safety requirements set forth in the permit and those safety requirements which might subsequently be required by the City Manager in the light of the conditions created by the obstruction as same from time to time exist.
