§ 152.04  STREET, SIDEWALK CUTS.
   (A)   No person shall make any opening in any street or sidewalk in the city without a permit therefor issued by the City Manager or his or her designee. The permit shall prescribe the safety requirements which must be complied with and the time within which work must be completed. The person so applying shall pay the cost of resurfacing and repairing such streets in the city after the cutting thereof. The cost of repairing such streets shall be computed by the City Manager or his or her designee  based upon the cost of labor and material required.
   (B)   A permit issued under the provisions of this section is revocable by the City Manager or his or her designee at any time.
   (C)   Upon completion of the backfilling of the street opening to the satisfaction of the City Manager by the person holding the permit, such person shall proceed with resealing. The person to whom the permit is issued shall maintain proper safety measures until the street is resealed.
