No person shall construct or lay out or cause to be constructed or laid out any street, including curb and driveway through curb, or sidewalk without first having submitted to the City Manager or his or her designee a plan of same, showing the grade, type of construction and proposed method of drainage thereof. If the City Manager or his or her designee shall approve of such plan and construction, he or she shall issue a letter authorizing the applicant to proceed according to the plans submitted. It shall be unlawful for the applicant to proceed other than as set forth in this permit.
