§ 151.11  INSPECTIONS; DUTY OF OWNERS AND OCCUPANTS.
   (A)   For the purpose of making inspections, the City Manager or any of his or her designees is hereby authorized to enter, examine and survey at all reasonable times all dwellings, dwelling units, rooming units and premises.
   (B)   The owner or occupant of every dwelling, dwelling unit or rooming unit, or the person in charge thereof, shall give the inspecting person free access to such dwelling, dwelling unit or rooming unit, and its premises at all reasonable times for the purposes of such inspection, examination and survey.
   (C)   Every occupant of a dwelling or dwelling unit shall give the owner thereof, or his or her agent or employee, access to any part of such dwelling or dwelling unit, and its premises, at all reasonable times for the purpose of making such repairs or alterations as are necessary to effect compliance with the provisions of this chapter or with any lawful order issued pursuant to the provisions of this chapter or any related ordinance.
   (D)   If any owner or occupant of any dwelling, or portion thereof, refuses to permit the inspecting person reasonable access, the inspecting person shall have the right to enforce the terms of this chapter in any lawful manner, including the right to obtain an administrative search warrant pursuant to G.S. § 15-27.2.
