§ 31.03  MEMBERSHIP, TENURE AND COMPENSATION.
   (A)   The powers of the Commission shall be exercised by members, composed as follows:

   (B)   The governing bodies of the county and the city shall appoint residents of the county and city to the Commission.
   (C)   For inefficiency or neglect of duty or misconduct in office, a Commissioner may be removed by the appointing governing body, but a Commissioner shall be removed only after a hearing and after a Commissioner shall have been given a copy of the charges at least ten days prior to such hearing and have had an opportunity to be heard in person or by counsel.
   (D)   Commissioners shall serve staggered terms as set forth in this section. Thereafter, a Commissioner’s term of office shall be five years.
   (E)   Each Commissioner shall hold office until the Commissioner’s successor has been appointed and qualified.
   (F)   Vacancies for the unexpired term of a Commissioner shall be promptly filled by the governing body which appointed the vacating Commissioner.
   (G)   The members of the Commission shall select from among themselves a Chairperson, a Vice-Chairperson and such other officers as the Commission may determine.
   (H)   The Commission may employ a Secretary, its own counsel and such technical experts, and such other agents and employees, permanent or temporary, as it may require, and may determine the qualifications and fix the compensation of such persons.
   (I)   The majority of the members of the Commission shall constitute a quorum for its meetings.
   (J)   Members shall not be liable personally on the bonds or other obligations of the Commission and the rights of creditors shall be solely against such Commission.
   (K)   The Commission may delegate to one or more of its members, agents or employees such of its powers as it shall deem necessary to carry out its purposes, subject always to the supervision and control of the Commission.
   (L)   Commissioners shall be compensated for attendance at meetings of the Commission and reimbursed for expenses incurred by them in the course of their duties upon presentation of proper vouchers for those expenses. Such compensation and reimbursement of expenses shall be pursuant to a schedule approved by the county and the city.
